I think you're running on a laptop right? Check the temps are okay with the 3080. I had a 1070 laptop from MSI back in 2017 and after a couple years it was overheating after ten minutes causing those similiar symptoms you mention, I'm not here to diss you at all, just a harsh lesson i learned for myself. Plus the power limits with Laptops can hurt the GPU performance on top.
HWMonitor is a free program that can monitor all your temps so you can test it out in vr and inspect the max temps you hit, see if you're hitting that peak temp above 90c. Honestly i'd recommend it for anyone who's got a gaming pc or laptop in general.
Another thing i'd try doing is in the quest settings, turn the hrz down from 90 to perhaps 80 and or even 72 to see if you notice any improvements.
The way you mention getting into combat could be a combat mod of some sort perhaps? Something trying to execute in the script which causes a hang? (I've had my fair share of time modding creation engine titles) First thing i'd do is disable any combat balance mods as even if you're walking, AI could pop in and start combat scripts we're not aware about.
Maybe if you could post your mod list just to look at, Maybe we could try and figure out what the mov code means as it shows up a lot in that call stack.
