How to make my character taller?

I am a fairly short person, and it seems because of this I am short in game too. I don't really enjoy having to look up at everybody, so I'm trying to fix that. The normal height settings don't really do anything, they add an insignificant ammount of height. I looked online and found something for Fallout 4 VR that said to add

fVRScale=80
fKickbackMaxOffset=20.0
to the preferences file, and I thought this might work, but it did not. I tried adding that exactly as it said, and also adding the two bottom lines to the already existing VR section. Neither worked. Is there something else I can do in this file that will put my camera higher up or something? Thanks.

So I have discovered that you can change Character Height Offset. This seems to just move your location upwards. This is nice, and will probably work for me. It would however be cool to see something that rather than pushes you up, makes everything else smaller. This is the most effective way I have seen height being done (In IKEA VR Experience, which somehow did something cool despite being a game where literally all you can do is change the color of your kitchen). Instead of making it seem like you're always on a stepstool, it makes it seem like you're just big. The same effect as if you were to walk around in a realistic toy city, everything is the same, just small, so you're huge. If there's something I can change that would make the world smaller or something, please tell me. Thanks.

I imagine it may be hard to role play a hulking orc badass if you're 5' tall swinging an axe at people's shins.

True, but the annoying thing about going into a new virtual RPG where you can be a dragonborn badass is when you get there and you're still shorter than everybody else
