Can't attack as werewolf.

I've been having this issue where every time I go werewolf, I'm fine for a couple of minutes and then all of a sudden the game equips what appears to be the healing spell on both of my Werewolf hands and I can't attack. When i swipe, it doesn't connect or do damage. Nor can I use the spell that is equipped. "Sheathing" the spells doesn't help. There's nothing I can do once this happens except run away and wait to turn back into human. I've looked and looked for this issue elsewhere. No one seems to be reporting it. Reddit was decidedly unhelpful. Anyone else having this issue and/or know how to fix it?

in case you havent found a solution after 2 years i tried sleeping in bed / waiting fixed it for me dunno probably soft lock
