Can't generate skyrim.ini

I'm trying to follow the Lightweight Guide to modding which installs the Vortex mod manager. Vortex is looking for skyrim.ini in Users/$MyUser/Documents/My Games/Skyrim VR but it's not there.

I played the VR Setup level and Helgen up until the attack and I had control and saved, the only files that are in the My Games folder are SkyrimPrefs.ini and the Saves folder. Vortex is just throwing up error messages.

How do I force the game to generate the ini files I need to start modding?

Skyrim.ini is in the game folder where you installed Skyrim. Vortex needs to be pointed to the game installation, not the saves folder.
