It allows you to aim with both hands.. Instead of locked to one in normal mode. Give it a few days or hours someone might find a setting.ini adjustment for it. But rember if you shoot a bow realistically like RW way, your headset is in the way.
Would not recommend archery.
Hmm, I definitely noticed the issue you described when it was disabled. The better control with 2 hands might have blinded me to how the bow hand might be off. I'm not that familiar with the Odyssey controllers/tracking if that's what you're using, I'm on Vive.
The difference between the 2 settings is that when it's disabled the arrow hand doesn't affect the direction the bow is aiming, just the string. When it's enabled you can move both hands and the bow/arrow will align with them accordingly.
That mode might have issues if one of the controllers is occluded or leaves the tracking space.
Edit: Ah, yeah the bow seems to be higher than it should be on both controllers.
yeah this is my issue basically, bow is kind of offset like you are holding it only a third of the way up, and you have to rotate it too far towards you.
Of course that's annoying, so maybe there's an ini setting for it since Fallout had some VR specific settings.
Using the VR config tool on the nexus or editing the ini file directly you should be able to edit the fBowRotationYaw/Pitch/Roll values under VRWand to rotate the bow. Though I haven't found anything to change the position.
There's also fArrowHoldOffsetY that's set to 5.3340 by default that might do something.

I've just been using the tool which finds them automatically and is easier to use while in VR through virtual desktop, but I believe these can be put in SkyrimVR.ini. It's found in C:\Users\YourUserName\Documents\My Games\Skyrim VR. If it's not there just create it.
Add fBowRotationPitch below [VRWand] and set it equal to the desired angle. I get ok results with -10 but it may not be perfect.
