The only way to tweak it, is by opening the console and typing:
taa hf 0.6
the default value is 0.8000 so try experimenting to suit your balance of blur vs shimmer. 0.6 is where I have it
The really annoying thing is that this doesn't stick, so you have to input the console entry on each time you play. I actually have it set to a voice command using Dragonborn Speaks Naturally mod...
Advanced Super Sampling Filter is an additional smoothing technique ( I think) and doesn't turn off the SS multiplier. They should call it something else as it does sound like a on/off function.
Be sure to turn off Dynamic Resolution in-game.
If you're using Nvidia GPU, turn Anisitrophic Filtering to x8 or x16 from the Nvidia control panel.
Every little helps so I take all the marginal improvements I can find.

For a while I tried different TAA settings, and had an ENB in there that sharpened things up considerably, albeit still with a little bit of shimmer. I recently decided to run it off altogether because the shimmer I see around foliage and such doesn't make me feel nauseous anymore, and disabling the TAA seemed to help a lot with eliminating micro-stutter (as did lowering supersampling a bit). This game engine is what it is, and IMO having more clarity ultimately trumps perceived smoothness (for me, anyway). It would be nice if the engine had better antialiasing options, but I can live without them. I have a feeling the aliasing will eventually not be noticeable anyway once we get a headset with a high enough resolution.
