How do you fullscreen this game ?
I have tried bFull Screen = 1 in the regular ini file and the high.ini file. I have also tried it without the space in between full and screen

I had it in SkyrimPrefs.ini (with the space) and it worked for me (ended up reverting to "0" for other reasons). Also had the windowed and borderless options on.

my ini is just skyrimini there is no prefs

Are you looking in the Documents/My Games/SkyrimVR folder (as opposed to the installation folder)?
If so, then I guess you could just create a new SkyrimPrefs.ini file using notepad. Or better yet, you can look up the setting using this tool and the file should take care of itself:
