EDIT: Quick question, has anyone died in Windhelm?
There are a few different flags for it, so I am going to list a few to see if you have gotten to any of them yet. It actually can take a few visits for it to trigger. The main trigger you want to look for is to go to the graveyard around midnight. If the flag is triggered you will see a corpse surrounded by people. If they aren't there, you might be able to trigger it by talking to Viola, but she might not have the dialogue line you need if you do not have one of her fliers. You could possibly trigger the quest as well by going up to the house although it is inconsistent.
Edit: I may be mistaken. I think I looted it at the end.
It's ♥♥♥♥♥♥ on my save, not really bothered though as playing sword and board mostly with only a bit of magic to supplement.
