I'm strongly considering buying this right now and what i keep hearing is that you need mods to make the actual vr interface and experience not terrible yet all the mod lists i see seem to basically turn the game into another game, changing enemies, changing basic mechanics, changing interactions etc.

Is there a good mod list or resource that shows me how to play the base game with just performance and QoL improvements? I want to try FOVR not some modders ideal version of fovr.

If you're looking for a wabbajack, no. If you want a minimal mods list that has been answered many times. Just skim through the forum for a couple pages you'll find the answer.
Elite Dangerous and No Man's Sky also have really solid VR experiences for their genre but I agree that Half Life Alyx reigns supreme.

I find it odd that you would want to play a VR first person shooter with a game pad, do any PCVR games use a game pad?. Why?

Do not mistake me its your game, you play it the way you like, but I do not understand what advantage a game pad would have over being able to point and aim a virtual gun with your hand.
VR is supposed to be about the immersion of the experience so if one can simulate holding and aiming a weapon with VR controllers that is superior to gamepad or m/k in my experience. If someone wants gamepad I can only assume they are console junkies out of their comfort zone.
anyone have some mod suggestions that do not require having the DLCs? thanks

Subnautica has no wand \ hand emulation and you must use a gamepad or keyboard and mouse.
It is a very odd situation to say the least, I'd much rather have a gun in my hand.
If you move a FO4VR save to the flat version of FO4 in first person you will see a rough emulation of what it would look like.
