Yes
Then what's up with the reviews? Feel like the only reason the reviews would be semi-bad is because no VATS mode.
Vanilla FO4VR VATS doesn't always do what the player wants, like flat VATS does. It can change the highlighted body part (or NPC) when you don't expect it, sometimes right as you pull the trigger (sorry Kent Connolly, rest in peace). There seems to be more to it that simply aiming towards the body part to highlight it. I suspect there's some additional highlighting logic to it that is meant to increase control, but is un-intuitive, just like the swimming... learn the secret and it's easier. I never leaned the secret before I quit using VATS though.

There are so many reasons some people leave bad reviews... "Bethesda didn't give it away free, there's no arms, my gun looks too big, I can't open drawers, the pip boy menu is hard for me to control, Bethesda stopped updating it, the scopes work funny, my PC can't run it, walking over bumpy things makes me sick."

This Wabajack modpack changes VATS into a "bullet-time" (al la The Matrix) and slows time down which is the best form of VATS in my opinion.

I'm using a launch day VIVE with VIVE wands and I can see how people using other input methods might have problems. The game is mapped beautifully to VIVE controllers, and I'm having a blast. I added a simple mod to help with clarity as the default aliasing is a bit of a blurry mess (would really love the Index res though). But V.A.T.S. is still a bit of a question mark. I see people claiming that modding V.A.T.S. into pure bullet time is the way to go, but I wouldn't want to lose the base feature with hit percentages and crit hits. I would, however, love to be able to use a scope. It doesn't really work for snipers in VR. It's way too difficult to get a target to highlight at range at all, and even harder to pick a specific body part and fire. Pretty much near impossible.

What I'd really like is a mod that removes aiming entirely in V.A.T.S. Just make it the flat version. Swipe on the touchpad to select body parts, press on the touchpad to switch targets, trigger to select. No reason to be aiming in V.A.T.S.

every single key site on the planet sells it for less than 15 bucks......steam key
VATS in VR basically turns on bullet time. It's not auto-shooting with chance to hit like the regular version. It just turns you into Neo until your AP meter runs out.

Chance to hit is calculated same as flat version, and displayed below the health bar (see pic). If you are playing a character with low perception, the low chance to hit in VATS can make for a lot of close range misses.

The one thing VR VATS doesn't do is let you target thrown grenades or landmines. This is due to the flat version taking control of the camera when it happens, and the VR version eliminated it as a barf-inducer. Board a vertibird and you'll see why.

Not the Steam Store website.
It goes on sale 4 times a year on Steam.

There is no real "chance to hit" in the VR version. Either you aim your gun correctly or you miss.
If you activate a stored crit, the chance to hit is 100% regardless of aim, just like in flat. If you have the penetrator perk, you can target and hit occluded targets, just like in flat. If you take an orange mentats and activate VATS a long way from a small target, and aim nowhere near him, if VATS says you have a 73% chance to hit, you'll hit him 3 of 4 shots, despite terrible aim. "Chance to hit" is real in vanilla FO4VR, just like in flat.
