Let's be serious, normal fallout 4 doesn't need a nextgen patch, it works perfectly with a normal rig nowadays, even at 4k, fallout 4 vr on the other hand... Let's say that it could use some love in the optimisation department.

No one did. It was developed and released in 2017, with only the vive and oculus on the market. The index and its controllers were released two whole years later.
partially true. active development and support of the VR port stopped in march 2018 i believe. the index controllers got released in late june 2019.
have yet to try the index fix you've provided. just read that "stick up" is jump in that emulated layout and felt a sharp pain in my brain.
unfortunately it's not just the bindings, but how they are recognised by the game. the game treats them mostly as vive wands which makes the menu functions not properly operational as you cannot "swipe" with the sticks, since they flick back into resting position.
you need to either do what you recommended to me yesterday with emulation set to oculus controllers and then tweak the bindings or get a mod that implements a proper controller recognition for the knuckles. which idk how possible that may be. I have been too busy today to check.
edit: apparently with how the new steamvr controller bindings work you can just edit or download the bindings now and should be fine. still not optimal but it's operational at least.
I highly doubt they will make another VR port since their VR ports had very poor reception on release (for pretty valid reasons).
if they will make one it will be a good while later, but I'm not counting on it. they gotta recover from starfield and FO76 first
My biggest fear is that we'll still have funny things like the terrain appearing 60ft below you, even if we change the mod's version number with f04edit.
