I would recommend as essentials :

FRIK - so you have a body
FlaconOIls 2k textures - stuff looks better
WET - water doesnt bug out and look ugly far away
The DLC's and CreationClub content - more official stuff to play with
DLCVR fixes - to fix the dlcs
creation club vr scripts - to fix the creation club content
NeuralLOD/LuxorsHQLOD - better lod
VRLOD Workaround - makes it so custom lod doesnt make the game crash in diamond city
BostonFpsFixAIO - fixes meshes other things might break so the game runs better
AutomatronDLCVR fixes - kinda fixes the broken dlc as much as possible
FogOut - removes fog makes the game look better at a distance
KabutoVR - power armor helmets for first person
Fallout4UnofficialPatch - fixes stuff

Other programs that are super important:

LOOT - a separate program the will automatically sort the load order of your mods
SkyrimFalloutVRConfigurationTool - a separate program that will let you modify your ini's to increase/decrease render distance and disable the horrible recoil
FVSEVR - script extender that will let mods work

For non essentials:
Things like the combat zone restored, better goodneighbor/diamond city.
CHEF for more cookable food items
Darker nights
Maybe a survival saver in case your game crashes
Overclock your gpu/cpu to get better framerates
Id recomend doing a pistol play through otherwise it feels weird to hold rifles with 1 hand and the melee sucks
