I don't know any way to download DLCs without downloading the main game.

Confirmed to be working as personal experience.
Since you'll use the DLC on VR, you'll also need:
1 - F4SE VR, and you'll be running the game using the loader from that package: f4se.silverlock.org
2 - A fix for Automatron DLC so it doesn't crash/freeze the game when using the robot workbench. Link: https://www.nexusmods.com/fallout4/mods/34741
3 - DLCVR, a sum of fixes focused on Far harbor texture problems and Nukaworld issues. Link: https://www.nexusmods.com/fallout4/mods/28842
4 - A tool to sort your plugins' load order. I highly recommend vortex as it reads your plugins file (if I recall proparly you'll have to add the DLCs manually to this text file) and allows you to one-click sort the priorities. https://ibb.co/3YQMGVX (Head to any of the previous nexus mods links to get vortex).
