They also change the aesthetic of the game pretty significantly in some areas.
For the "best" in terms of high res textures, you are just going to want to go through the Nexus. There are no full all-in-one packs that do EVERYTHING in the game. Even the biggest will skip a lot.
Valius, Langley, NMC, and Ojo Bueno, FlaconOil, and Jesters textures are a good starting point, at least for the environment but they still leave a lot remaining.
For NPCs and creatures, both Unique NPCs mods are the closest thing to a total all-in-one, but you can still improve individual things further.
I have a FO4 modlist/guide linked on my profile - if you go to the visuals/textures section, that will get you started with a lot of the better ones.
You are correct, you can't use ENB with FO4VR.
Thing is, if you aren't going to use an established mod list or wabbajack, you are setting yourself up for a real rabbit hole to find the "best". Much of that is going to be subjective - almost every texture on the Nexus is "better" than vanilla, and in terms of technical fidelity many are equally "the best". What you like best is going to come down strictly to personal aesthetic taste.
Your modding guide is a very interesting read. I am a little bit puzzled though by the sheer number of the larger texture packs you name. It seems all those packs are some kind of AIO packs. So in this case wouldn't every larger texture pack that is loaded after one of the others overwrite the majority of the larger pack that has been loaded before? I totally get the benefit you get from intentionally overwriting parts of the larger packs with very detailed (and thus better) small packs that concentrate on specific aspects. But what is the benefit of loading six different large AIO texture packs one after the other?
Could you name your essential strictly visual mods from your Mod-list that cover almost everything? Like your favorite AIO texture pack for scenery/landscapes/grass, Your favorite for creatures, your favorite for weapons, for objects, etc. I don't need the best texture for every single item in the game but I also wouldn't want to leave specific parts totally out.
I guess a good base for that project would be the official HD High Resolution texture pack as this one literally covers everything afaik (although it leaves a lot to be desired). But at least that one should cover my need not to stumble upon horrific vanilla textures after modding the game.
So while your modding list really seems to aim for perfection in every single detail, I am definitely fine with improving everything with just one good AIO pack for every specific part (like scenery/landscapes, grass, water, creatures, NPCs, weapons, objects, buildings etc.)
I mean something like your Top 10 list that just covers all major parts without aiming for perfection with every single tree or every single stone.

I install them small-to-large, or overwriting in an order that prioritizes textures I like.
The only truly AIO pack that exists is going to be Vivid, with the downsides I mentioned earlier.
If I were to give an "important" list, it would be FlaconOil, NMC, Ojo Bueno, Valius, and Perfect Landscapes. That will cover a lot of stuff at a very high quality. The Dilapidated retexture for murals is one I recommend only because the murals are right near the beginning of the game, and the texture is truly horrendous.
After that, as I mentioned use both Unique NPC packs for NPCs, and that will cover the bulk of the game.
A lot of the other texture mods are strictly there because as I run into things that annoy me ingame, I note the item down and find a retexture for it later :D
