A lot of FO4VR players use a program called Vortex to enable the DLC and also install mods on their FO4VR install:

I prefer using the community edition of Nexus Mod Manager, no real reason why, just prefer it over Vortex.
I also recommend this mod, and I'm using it myself to play Far Harbor presently.

Cheers for this mod, and I'm going to add, despite this mod's description suggesting an alternative "optimization" mod for "performance," stick with this above linked mod by Madiun81 for DLC compatibility. After reading the comments on steam, nexus, and reddit, I came to the conclusion that the people who couldn't get nukaworld stable in VR were using the other mod along with weather and/or terrain mods.
Testing my theory, I bought Nukaworld, followed the same procedure as I did for Far Harbor, used the combined compatibility mod from Maduin81 (same link, third file), and played Nukaworld through without a single crash. That's better stability than I got in non-DLC areas.
