Slow Time, no VATS Lockon
So, I hadn't seen any progress on making VATS a simple slowtime effect without percentile based targetting, so I figured I'd tinker around a bit. (The Bullet Time mod for normal Fallout 4 requires the script editor, which is currently missing for our version)

To enable slowtime, with proper AP degration per shot, you can modify your Fallout4VrCustom.ini file found under Documents > My Games > Fallout4VR . We all know of these files by this point, so nothing big. At the very end of this file, you'll find:

[VATS]
fVATSTargetUpdateSec=0.1
fVATSShapeRadius=0.1
fVATSShapeLength=5000

Since VATS already operates by slowing time, simply adjusting fVATSTargetUpdateSec can disable targetting, allowing you to free shoot. For instance, the section can be changed as such:

[VATS]
fVATSTargetUpdateSec=999.0
fVATSShapeRadius=0.1
fVATSShapeLength=5000

At such a high time for targetting, of course, this ensures you'll never auto target a body part.

Note: This setting change can make melee blitz builds worthless, since you won't be able to target a person to charge. Only for gun oriented characters.

Edit: Can confirm that criticals still work.

Ultimately, the annoyance of how inaccurate VATS could be (rarely could I maintain a headshot) led me to tinker with it. I had tried to adjust the timing to a couple seconds to try and lengthen the sweet spot when aiming, but found it made combat far too slow if I couldn't line it up right if the enemy was turned slightly.

Well I'm back from giving it a go and I must say very nice find. Works a treat, didn't really mind VATs before but it was a bit odd and the green highlight a bit ugly. Now its just beautiful slowmo aim and shoot. Took on Trinity Tower and its bevy of super mutants and had a ball.
Side note, coming down the side of the tower in the external lift things was a real treat in VR, what a view!

Glad it worked for ya. Honestly surprised me for such a simple tweak. Now just need someone to create a mod utilizing it but to reinitialize it when wielding melee.

Doesn't that require Mod Configuration Menu, which requires F4SE that is currently incompatible with Fallout 4 VR?

Also, Bullet Time can be a bit...broken, mechanically. Been a long while since I tried it.

The difference is this tweak lets you use the built in VATs button istead of having to go into your hotkey radial. Yeah you lose regular movement (teleport only yuck) but I consider that a fair trade off and possibly more balanced.

I've been using a bullet time mod just fine. The weapon wheel is so big that I just slapped bullet time on the bottom and I've been rolling with it ever since. I also modified the file to allow me to slow the time down to 1% normal speed because I like walking through a room full of lightning and explosions that are almost at a standstill.

Download the version 1.2 file. As for balance you can tweak the AP usage once it's loaded.

It's mostly the free motion I'm not a fan of, but good to know it works. Think I'll stick with this method for the sake of balance, though.

Download the version 1.2 file of what? So far, I'm not able to get F4SE to work so Bullet Time mode doesn't work.

Is there a solution?

yeah man... go for a drugged out melee build! I'm thinking about going that way with my character. Definitely gets you more 'bullet time' than simply using VATs
