Why is this so bad?
- i9 9900k
- RTX 2080
- RAM is fast and plenty
- Game installed on an SSD.
- Valve Index w/ Knuckles Controllers

Just getting those out of the way.

PERFORMANCE:

The game runs like ♥♥♥♥. The first house already runs like ♥♥♥♥. The screen feels all wobbly like low FPS. I turned off motion smoothing and it helps, but now I clearly see the game is running at very low FPS. I can't figured out why at all. It just makes no sense. Only game that lags this bad is VRChat if there's 20 people with insanely badly optimized avatars on screen. Every other game I have runs smooth as hell.

CONTROLS:

The Valve Index are state of the line, but in this game it's hard to manage anything. The menus are not usable and you're forced to use that small pad to navigate them which means you overshoot constantly. Aiming is weird and doesn't help that guns look blurry. Then there's bullet sway which defeats the whole purpose to aim properly almost.

CONCLUSION:

Am I doing something wrong or is this game just in a bad state?

Look at the Steam VR settings for the game. The defaults are for lower performance machines.
If you have the Index, you should be able to turn the resolution way up. . This I find makes the jittery screen go away and the FPS to smooth out. I have the Cosmos Elite and I don't know why the more higher the resolution jitters are gone.


As far as the menus are concerned, every Fallout game back to the first Fallout has hard menus to navigate through. Combat was a nightmare in Fallout 1 if you remember the turn based crap.
In the fallout game menu you should be able to rebind the controls.

The VR version has favourites for weapons and stimpaks that I recommend using.

VRChat is a crappy way to compare a great game with an online preteen mentality party of people showing off their Avatars. (throw a couple of Russians and Asian hentai in there and it completes the scene) Anyway VRchat isn't that demanding of a game, much like most of the other VR games out there.
This is also a first gen VR game ported for the Original HTC Vive.
A better comparison would be Alyx which I would recommend getting instead of Fallout 4 VR if you're looking at a game that is meant to be immersive. Alyx should be the way all future VR games should be written.

Steam VR makes Fallout 4 vr run like crap, unfortunately we are stuck with running everything through the Steam VR beta. I did however buy a VR driver called vorpx (30$ well spent they are constantly improving it) which has brought life to my older first person games like the original Fallout 4 Fallout 76 as well as Skyrim which runs great with vorpx and steam vr and the cosmos. I'm sure vorpx will deliver with the Index a well.

Reason I made that comparison is that VRchat is a badly optimized game and if you actually played it then you'd know it can sometimes slow down to 1 frame per minute.

I just wish there was a way to fix the menus. Like a mod or something. The knuckles are a great pair of controllers and it feels wrong when you can't fully use them and worse, it makes the game worse.

Alyx runs well and I've already finished it. Not going to go into that much more than that.

I don't know what you mean by SteamVR making Fallout 4 VR run like crap. What are you basing that on? Also I've never heard of VORPX but I'll look into it.

Also the settings in the game have very little wiggle room. There's just nothing to really change. You can change the resolution in SteamVR but the default are already pretty high. I don't know why the game looks so bad though, but I'll try that out.

Also you can't at all have Dogmeat with you with Index. If you walk past Dogmeat you instantly talk to the dog and tell it to sit and every time you try and loot anything and dogmeat runs in front of you it would screw you up.

This is one of the games that doesn't run well above 90 fps. So lower the hertz on your Index if you were using 120 or higher.

And be sure you have supersampling disabled for this game. Also verify you have the auto-Supersampling feature in STEAMVR disabled (its enabled by default).

Yeah, I've played VRchat and I know how it can slow the frame rate down but that is usually when I'm in an area where a lot of kids are showing off their Avatars.

Steam VR is pretty buggy and causes this game and others to crash to desktop. I used to think it was the basestations not tracking the headset. I first had a Vive and upgraded to the cosmos and I have used the Oculus at the University I work at , and sometimes when you move your head too quick, the screen goes black for about 2 seconds. I did a lot of research on this and the stuttering in VR with some games. Not every game does this, usually games that require a lot of you computer resources like Fallout 4 and other open world games. (and I guess in your case VR chat)

The more research I do makes me hate Steam in general even more. Running Steam takes up more memory than most any other gaming companies software launchers and crashes when I run other software not on steam.
Valve takes 30% of the profit it gets from games away from the developers. It used to be 10%.
Steam/Valve is a cash hungry company that gives nothing but useless "rewards" for the money you spend or achievements you acquire.(we used to be able to acquire credits towards buying more games like nintendo, Xbox and PS rewards)
Card drops are limited so you are forced to buy more cards to complete a set. I fortunately have friends to trade with to get the few that I wanted.
Valve to me is a huge company like Amazon who doesn't really care about anything but making money and not giving anything back. There are a few reddit groups out there who feel the same way so I know I'm not alone.

Remember Fallout 4vr was ported from Fallout 4 which an old game. Fallout 4 looks like crap compared to anything put out today and it got game of the year. You can try to put lipstick on a pig, but you'll still have a pig. But if you ever played Diablo II, you know that was a great game. Ugly as it may be in today's graphics, the story was awesome. That's the way I feel about the Fallout and elder scrolls series. I remember games that were great that fit on 1 floppy disk (gold boxed TSR SSL games). Small and lacking graphics they were, but the stories we played were great.

Anyway good luck in you VR adventures. One day we will have a holodeck like in startrek in our gaming rooms. As of now we just have to deal with VR in it's infancy. I really wish that it wasn't so expensive so more people (developers) would be able to perfect it faster and make gaming companies realise that it really is the future of gaming and necessary in the way the world is becomming.

The game performs badly because the game just always performs badly, even the normal version.


Regarding the controls being horrible, that is because despite being labelled as index compatible in the store page it is not index compatible. Only VR headset it is compatible with is the HTC Vive.

There is a mod you can use to make it largely playable on the index that you can find on this thread;

I am using it myself and it makes the game prettymuch playable but it will never be great.

me,amd 3950x-x570 mobo-32gb of 3200mhz of ram,,the reason why it runs bad is its old on old bethseda software,,try playing fo76,,and yes im a intel owner,but since amd is taking over, going from a i7 7700k,,this apu is a beast,,,and im usin a oculus rift s,but the game isnt bad,just old bethseda software same as fo76 now,and im rockin a rtx 2080 super ventus.

To get the most out of this game you gotta do a lot of work in either edting the ini files or modding.

This game should be called, "FALLOUT4 VR - Make it Great Yourself Edition."

But if you do the work, it turns out to be great, no thanks to Bethesda.

I managed to get a better framerate already by disabling something called High DPI in the Fallout4VR.exe properties. That alone makes the game not only sharper but run at a higher framerate. Sadly I haven't had any luck with mods and most good compilations of mods need all DLCs bought, which I don't have nor do I think I want to get.

Even if you have a very good PC you need to mod for performance. That's just how it is. Totally worth the effort though as this is one of the best VR games.

Unless "abandonware" have been redefined within the last 20 years, Bethesda games are not and will not ever be abandonware.
