Report a translation problem
I found myself quite unconfortable playing standing after 100+ hours, it was really fun at first but now ... i throw my grenade sitting .... i'm a bad guy.
I don't know your system, but if like me you are on oculus, my solution to have my face at the same high than the other ingame is to make this move :
Go on the oculus program
Then go to devices
Then settings for the position of the floor (i'm not sure how it will be in english)
instead of your actual high, put there something like 80 cm (don't ask about your ♥♥♥♥♥♥♥ inches or whatev' ... i don't understand these ... ;) )
Then sit on your chair, or wherever you wanna be and click.
Don't change the initial config into steam VR, and launch the game.
it does the trick for me and it's great.
By the way, if someone find how to smooth the stuttering movement ... omg this game will be my best ever :)))
Edit : I am disabled and use the xbox 360 controller and have no stuttering issues. I have my controls set to smooth movement , I don't know if that has anything to do with it or not. could the stuttering is a controller issue ? just a guess .
Don't forget to NOT change the high in steam VR.
In my case it seems that the difference of high in oculus and steam VR do the trick, when i'm in oculus a see the floor really high and when steam VR launch it change but my head is still at the same high ... only the floor move and it's exactlly what i want.
So if it doesn't work for you, go into steamVR and put your high a 180cm (because now i know you're always sitting i think that you probably not put 180 cm in this config ;) sorry for not putting this in my first post)
I will try your x360, but i believed that it was impossible to active this controller ... i 'm going to search this through, if you're right, it's a major information, even worth creating a post to inform bethesda :)
(countless posts about this bug all around internet, i search for it for mounths ... no-one ever mentionned what you said, i'm exited :))

I must play sitting and in skyrim, I cant use the bow with touch controllers so , the xbox controls saves me there. again , sorry for the missinformation.
but i don't have any stuttering issues, just the height issue. but i do use smooth turn and regular move style not the teleport style
in fallout when you move on a floor that is not perfectly smooth, the game seems to teleport you at the lvl of the floor instantly and it's quite annoying.
Be sure to change the steam VR config into 180cm.
If it doesn't work i will look into it to find out why it work for me :)
ALSO---Now I have your stuttering issue that I did not have before. But that's ok because I have given up on playing this game anymore because of the height issues anyway. Bethesda really needs to fix their game.
when you have your correct height, remember to try some config with the "world height" or "world scale" setting in fallout (i don't know the correct name for the setting in english)

Sure, bethesda need to fix their game ... but it won't happen so we better find ourselves how to
i garantee that despite of the numerous bugs ... it's totally awesome. I play in survival, it's great !
The best solution so far is OpenVR, which adds additional options to the steam settings and lets you adjust your height on the fly, but it only adjusts your floor height. So the characters are proportional, but it is as if I am floating in the air and I can’t reach the floor. (Without pressing an additional button combo)
Stutters are inevitable. There is an overhaul mod for VR that can help. It merges scenery objects into predefined groups to improve performance.

But some places, like the Institute or Far Harbor still cause issues.
Eliminating fog can also help performance, if you can live without fog.
