But if you're using a decked out hunting rifle and still having this issues, there is likely a bug. Although the zoom seems off, I'm having no issues with a nice 50 cal.

That's not a role playing feature or bullet spread... something is bugged. You can start to troubleshoot it by firing in the four directions of the compass (using both physical rotation and software world rotation) and see if that affects it.
