It's an RPG. Head shots aren't a isnt kill either. Stack some mods mostly, but some weapons will always be crap no matter how you mod them.

Well in fairness, base game only had zoomed artificial wobble. Now you have your natural wobble plus the games added wobble.

But if you're using a decked out hunting rifle and still having this issues, there is likely a bug. Although the zoom seems off, I'm having no issues with a nice 50 cal.

I used my other hand to keep it steady PLUs used hold breath and it was always 5 feet to the right..i could see being A LITTLE off bu tthe bullet hit decal wasnt even on the scope screen lol

You can get a mod to reduce the bullet spread, don't recall the name... Bullet spread does not make for a good experience on VR. This made the game enjoyable for me.

I use the More Accurate Weapons mod and these lines added to "my games\Fallout4VR\Fallout4Custom and the scope seems rigth on. I did not like the VATS system in vr, much prefer bullet time.

[VATS]
fVATSTargetChangeDelay=0.0000
fVATSTargetUpdateSec=0.0000
fVATSOffscreenPartFocusDelay=0.000
fVATSPartChanceUpdateSec=999.0000
fVATSTargetSelectSec=999.0000

[VRInput]
fHmdToWeaponAngleExitScopeConeDegrees=20.0000
fHmdToWeaponAngleEnterScopeFadeDegrees=12.0000
fHmdToWeaponAngleEnterScopeConeDegrees=10.0000

That's not a role playing feature or bullet spread... something is bugged. You can start to troubleshoot it by firing in the four directions of the compass (using both physical rotation and software world rotation) and see if that affects it.

You need to put some points into your stats.

Yea, like Beeper said, you have a bug of some sort. Along with his, Do you have any shuttering or flickering? Do you have any tracking issues? And does it still do it if you switch to left hand in options?

I can shoot noodle cups from the noodle shop with scopes, when I'm standing on the upper stairs at the entrance of Diamond City market. I use the "More Accurate Weapon" mod like mfast , a good sniper rifle with high precision and the first of the rifle perks (no sniper perk). I never miss and shooting enemys feels like cheating. It must be something else.
