In NMM, click settings (The two gears icon), then the Fallout 4 tab, then under Custom Launch Command, for the Command box, set it to "FO4VR_Start.bat" or whatever you named the bat.
Then if you look at the "Launch Fallout4" button there's an arrow next to it. Click the arrow, then change it to "Launch Custom Fallout4" and use that to play from then on.
It'll run the bat which will replace your Fallout 4 VR plugins.txt with the one from your Fallout 4 install, which is the one that NMM actually edits since it doesn't know that Fallout 4 VR exists yet.
Also, Immersive Respawns - Items Don't Restock But NPCs Still Repopulate seems to prevent the game from loading properly as well.
However, NMM neglects to add the * at the beginning of each .esp. Without it, the mods don't load. Also, it write protects the plugins.txt, which makes it impossible for LOOT to sort the mods.
I can't remember having these issues with the vanilla Fallout 4. Obviously something is amiss, but I don't know what. Why doesn't NMM work correctly with FO 4 VR?
I know the 10 mm SMG and pipe shotguns show up on npcs.
Seen tons by level 20, on both arms and armor.
