Not true. There's some very good reasons to remove it.
Aside from the fact it's completely surplus to the design of the game in VR (you never see your character again because YOU are the character), there would be some work required to impliment it. How you view and interact with the customization screen, menu navigation via the controlers etc. It might not be "much" work in the grand scheme of things (since all those assets remain in game anyway) but when you're on a dealine (Fallout 4 VR got pushed back 4 months) and there are bills and wages to pay, you cut out the stuff that you dont need to do.
All in all I side with the dev team on this one. Best to cut it out and just leave a few presets based on gender and ethnicity (if only for the few occasions if melee fighting where you see your hands).
You can also stick a DK on top of everybodies head using the command line......op asked why you couldnt edit your face (which is a vanilla feature).....and 2 people gave very solid reasons. Because you can cheat and go outside the game perameters doesnt make the argument valid. Im sure theres a mod somewhere that will let the op do exactly what he wants
