Will I be able to sit still (always facing forwards) and play this game?
Honestly with my full locomotion preference and the fast paced nature of this game, I'd prefer to be sitting at my desk and always sitting forwards. Will I be able to do that? Or will this game be like Vivecraft where no matter what locomotion setting I choose, I have to physically turn around in my chair if I want to go 180 the other direction? Fallout will be so tiring if that's the case.

first of all, why do you even bother with Vivecraft if you don't want that, the very official Minecraft version on Windows 10 has a VR mode tacked on that is exactly what you're looking for, it's really just a stereoscopic 3D mode with headtracking and you play it normally otherwise (sitting). secondly, I believe they will have this covered, it works like that on Skyrim VR on the Playstation, so I guess having it optionally in this game shouldn't be too difficult

Vivecraft is an extremely slow paced game and is a relaxing experience. Fallout is not at all slow paced.

The nature of Vive games is that they're roomscale. I guess Oculus might have a way for you to sit down and turn? I don't have an Oculus Rift.
Now, if you just want to sit down, I think PSVR will be the better alternative, because you can turn in increments using buttons. The downside there is that Fallout 4 VR is PC exclusive for a year (if I recall correctly). PSVR has Skyrim VR right now, though.
