It's a newer 3DFX Glide emulator that happens to be more customizable (and in some cases more reliable) than nGlide, and also supports early DirectX. It's fixed a number of games for me that wouldn't cooperate even with nGlide installed.
Unfortunately, Chrome now likes to block the software. It's a compressed installer with DLLs that override DirectX (to convert it to modern DirectX 10/11) and it frequently gets picked up as a virus, but I've never had an issue using this software. The developer of dgVoodoo is aware of this detection already, apparently it's something about the Nullsoft installer (a popular installer middleware) compressing data.

Pretty much every bit of searching I've done confirms the virus detection is a false positive, not that Chrome cares.
dgVoodoo works most of the time, but Outlaws, Rogue Squadron 3D, and this game gave me a little trouble setting up. If you tinker with the settings a bit, you can eventually get it to run at the resolution you want, and this will fix the performance issues/crashing.

On my own setup, SHOGO ran at around 10 FPS the moment particle effects were on screen, and the menus were impossible to navigate as each new layer of menu would slow it down more. With dgVoodoo, I've got it emulating as a 256 MB Matrox Parhelia with Bilinear Blit Stretch disabled... it works perfectly in 1440p and 100 Hz, save for the mouse cursor occasionally appearing. There are also a few floor panels that end up completely unlit for no reason, it's a minor issue. Just mess with the settings and you should get it right soon enough, version 2.54 seems to play very well with this game. Even then, save often-- it can occasionally crash on loading a new level.
Just as a heads-up, I have the GOG version, so things might be a bit different for you.
How very informative
- extract the entire .rar inside the root folder of the game
- run dgVodooSetup.exe and apply the configs
Start the game, a launcher will come up, click on display, select:
Renderer: Lithtech Direct3D Renderer (d3d.ren)
Display: dgVoodoo DIrectX Wrapper
Resolution: Whichever you'd like, I used 1440x900x16 without any problem.
The game runs at fullscreen and no slowing problems.
