Highest tier vs unique building?
When a boost says that it enhances the 2 highest tier, is it still simply the lowest building is the highest tier, or is the unique building considered the highest tier?

Farms are Tier 1, Hall of Legends are Tier 11. Highest Tier is referring to HoL's, no matter what, while Lowest Tier is referring to Farms, no matter what (or Enchanted Field, if it's a Unique Building at the time), and is independent of what your Unique Buildings/research state is.
