For Quest Artifacts, they come at certain stages of the game.
Don't try to do that. Gems will increase your production; without the boost provided by having gems already, trying to get that many gems will be very impractical. You should probably abdicate soon, if not now.
Also, if you don't yet have the heritages of the six available factions unlocked, you should focus on that first before trying to unlock excavations. If you do have the heritages available, then elves will be the most suitable faction for producing gems at this stage.
And when I abdicated, I accidentally went Undead again, and promptly grabbed Artifacts, but forgot to disable clicking, so couldn't get that one Artifact that run. Something so small... but hey - at least I could restart it! My Artifact Runs on R0 are going to be fun for that.
