Barely Breathing achievement (Drive or Explode)

So that one achievement Barely Breathing says Drive or Explode: Finish a race on fire. That's the mode where you lose hp when driving slower than the current minimum speed. I drove until I stood directly before the finish line in the last lap and waited until my hp got down to 2 hp, I was on fire and finished the race. But I did not get the achievement. What am I doing wrong? Do I need to get first while being on fire in this mode? Is the achievement bugged?

It seems the important thing is when driving over the finish line in the last lap you have to be faster than the minimum speed! That's why my strategy didn't work.
