Left side of Sword Factory?

I can't seem to figure out how to shut down the left side of the factory (the part that makes the blade). I think I need the swimming item and I see it on top of the hotel, but I'm stuck there.

You need to find all the guests of the hotel first. I don't recall all of them off the top of my head, but use that as your goal first.

Cool. I think I just found the last one. I didn't know I could push around the lost credit card guy.

edit: Seems I'm missing at least one more.

Helps if you mentiuon the hint the hotel owner gives. Probably the bridge I'm guessing as that's probably the hardest one imo

I found him. It was the dude hiding under the water. I just hung around waiting until he surfaced.
