Can't put out fires in the hail storm

I'm about three hours in and there's a hail storm. Everything was catching on fire and I was able to put some of them out (repeatedly) but the fire near the engine (the "go" button) and the fire on the sail would not go out whatever I do. It's like the water's not reaching the fire.

I tried again today and managed to get the engine fire to go out, but the sail fire won't go out.

I found a video of someone putting out the sail mechanism fire on youtube and it looked like a similar situation and it worked for them (and it worked for me in the past).

So, I'm kind of stuck. It looks like a bug to me. Anyone have any ideas how I get past this?

Try to bring the vehicle as fast as possible under one of these platforms where it is not effected by the hail storm. I guess while trying to get rid of the fire you catch new fires constantly wile hail hits the vehicle.
