Report a translation problem
For me, when I load that save, the sails start collapsed. The sail button is very heavy in this segment, you have to keep holding right for fairly long to push it in. At about 50% the sails raise, and at about 80% they open and start pushing the okomotive. You have to keep holding the button fully pressed in to move forward.

Seems to be a very rare bug which we can't reproduce. I guess the best approach is to load the save point just before the volcano and to play this little track again.

Did you also try to load the second newest save point? Otherwise, could you maybe send us your player.log file just after you run into the bug and close the game?

Same problem on switch version. And i tried the second newest save point, it works! Good game, but this bug is really annoying me, considering it such near the end.
