I'd say SO3 is probably more interesting but seeing as this one is the only one on Steam there's not exactly options. This one is also the prequel to the rest of the series so a great place to start.
As for worth, that's subjective. I could tell you it's the best game I ever played and the statement would mean nothing. I'd say just try it out if you're interested. Read reviews for more detail.
The Japanese dub is naturally better. The English one is okay as the actors aren't bad but it really gets cheesy at points.
As far as whether or not I could recommend the steam version? I don't know. The story is the same, so based on that, no. If they fixed the crashing issue I had to deal with on 360, then it's still no.
And I've also heard the gameplay was pretty good, so maybe I'll focus more on that. And I'm also considering using a VPN to play Star Ocean's mobile game Anamensis as well, if that turns out to be fine, because the only complaints I've heard of it so far was only because it was a mobile game and nothing more.
