Report a translation problem
I have refunded the game for exactly this reason. After about ten minutes of opening cutscene at 18 fps, with no way to access and change video options, it became clear that I can't play enough of the game to know whether it works on my admittedly-marginal system before the refund period expires.
Usually, cutscenes are rock-solid at 60 fps for me, but then I need to tweak settings to get my framerate over 30 in actual gameplay. With 18 fps in cutscenes, I was facing a likely single-digit framerate afterward, and I just don't want to work that hard. Especially when I'd already tweaked the settings before starting the game.
I'm not in any way criticising the game, this is a problem with the computer I wanted to run it on. I'm sure the game is awesome. But rather than fight with it on my PC, I'll just order it for my Xbox. I'd rather have had it on PC, but console is fine.
was the game using your discrete gpu? I'm guessing you're on a laptop for the fps to be that low. Its likely using the intel gpu instead.
I only have an Intel GPU. It frequently works just fine with modern games, even when they overtly say they don't support this, provided I'm okay with console-level frame rates. I could even get Fallout 4 up to 35 fps on it, until they put out the patch that did this.

I don't mind a long cutscene at the end, because I'm done. A long cutscene before I'm allowed to play, however, is ♥♥♥♥♥♥♥♥
Well it's not as bad as Nier Automata where dying in the tutorial can set you back an hour
And that would be the fact that got Nier pulled from my wishlist two days ago. I seriously want my new games to just get tf out of my way and let me play. No matter how great your game is, I simply do not want to sit and watch you masturbate over your own awesomeness before I get to play. That's some Peter Molyneux ♥♥♥♥♥♥♥♥ right there.
