Playing with AI isn't a problem, but you need to be online to connect to the servers :)

Not offline, but singleplayer either in Coop or in Pirate Deathmatch.
But as this is a teambased game, most fun lies in playing with/against other players ;) :D

Trust me, you won't get your money's worth if you only play with AI. The game's just not built for single player.
