Report a translation problem
-Right click on the desktop and open NVIDIA Control panel
-Manage 3D settings
-In Program Settings tab, Select AW vs. SAO (not the launcher). May have to add it.
-Antialising - FXAA off
-Antialising - Mode off
-Threaded Optimization on
-Triple Buffering on
-Vertical Sync Fast
That worked for me, I don't know if it will work for you but you can give it a shot.
-Edited for clearity for others who may have the same problem and this fix may help them.
I don't see the FPS drop below 59fps, unless it is a loading screen. It just looks so much better running at 60fps as opposed to 30fps.

for me this game use to get about 15-20 frames and turns out my pc was being dumb and selecting the integrated graphic card
when switching to the right graphic card and those settings made the frames be much better
