Can't move icons into fences

So the icons I put in fences before this problem happened are fine and still there, however I can't move them around in the fence or drag icons into a fence for some reason. It just drops it on the desktop behind the fence.

Also should add that it boots up fine with my computer, and the icons that were already in fences move into them just fine.
