Are you playing in VR? Because SteamVR forces all games to run at a maximum of 90 fps on all current 90 Hz VR headsets, for obvious reasons.

1) If you are not playing in VR, and you have launched the game via "Play on Desktop", then make sure that your fps limit slider is set to something bigger than 90, and that vsync is turned off:
Options > Graphics > Renderer > FPS Limiter
Options > Graphics > Renderer > Vsync
Options > Graphics > Renderer > Unlimited FPS

2) Check if any third-party software is limiting your framerate (RivaTuner, Dxtory, Windows energy saving mode, any screen recording software, Nvidia Control Panel, AMD Crimson, etc.)

3) If you are on a laptop with multiple graphics cards (e.g. dedicated Nvidia/AMD, and integrated Intel HD/Iris), make sure that you launch the game on the dedicated faster GPU, and not the crappy integrated one in your CPU.

1- I am playing in desktop mode and have tried all of those already :)

2- Nothing Of That Sort

3- I am playing on my faster gpu :)

4- Thank you for the suggestions but unfortunately none of them worked for me.

1) Any difference between windowed and fullscreen mode?

2) Are your graphics drivers up to date? Which version do you have installed?

3) Which Windows version are you using, is it up to date?

The game runs as fast as your computer allows it to run, so if it is consistently locked to exactly 90 fps then something on your computer is interfering with things.

1- Windowed gives me lower frames and higher ms so yes a big difference.

2- yes I have the latest version installed. I am pretty sure it is 18.5.1

3- windows 10 and yes

4- I have been trying to find something that interferes, maybe steam itself?

There have been some very rare cases of the Steam Overlay causing problems, though not on that scale. You can still try disabling it (per-game), in the right click properties of the game in your Steam library.

I'm sure you already have all of the Windows 10 bullsh*t like Game DVR or "Game Mode" optimization crap disabled.

Some more things off the top of my head (try launching after each one!):

1) Start the game executable directly (on the faster GPU): Right click on the game in your Steam library > Properties > Local Files > Browse Local Files > McEngine.exe
Some machines add an entry to the Windows right click context menu which allows running exe files on either GPU, so check that as well.

2) Right click on McEngine.exe from 1), then > Properties > Compatibility > Disable fullscreen optimizations > Apply and OK.

3) Create a shortcut to McEngine.exe from 1), then add "-novr" to the target (without the quotes).

4) Try 2) and 3) on McEngine_Debug.exe (in windowed mode, so you can see the extra log window).

5) Make sure that no weird application specific profiles exist in your graphics card control panel application (like forced triple buffering or any OpenGL related stuff) potentially overriding the game.

6) Is it really locked to exactly 90 fps max, not 60? If the framerate fluctuates wildly, then this would exclude any kind of intended fps limiter running somewhere.
