Can you launch the game in OpenGL and see if this changes anything?
Or launching with the parameter --audio-device=2 and see if that helps?
Changed my buffer size in the Asio Control panel for my focusrite 2i2 and the stuttering went away but the audio still seems sped up
EDIT: OpenGL slightly reduces audio stutter on SoundBlaster Play 3 but that may just be a placebo.
OpenGL seemed to fix it but was eating my GPU due to it rendering nearly a thousand fps. I used RivaTuner to cap fps at 120 and this option seems to be the best compromise I can find at the moment. There's some clicks and tiny stutters here and there but it's not as bad as before.
Launching with the parameter --audio-device=2 gave me no audio.
Edit: Issue resurfaced the today using the OpenGL setup mentioned above. Wamp. Seems currently I just can't route audio through my audio interface til this gets fixed.
EDIT
Changing to OpenGL didn't make any difference, but decreasing the buffer size on my device from 256 to 128 worked. Any other values at or above 256 result in noticeable audio glitches. As for the game speed, it seems normal to me.
