Anyway Boofette, I totally forgot one another recommendation for vertical shmup, and it's a classic one + freebie too. Tyrian 2000 over at gog.com or perhaps available also elsewhere (or maybe it's diffferent/modded version, I dunno honestly).
Not the easiest game for sure and the screen can get cluttered easily, but it won't hurt to give it a try.

Gog also has the Stargunner as freebie, but that's a horizontal shmup. I've liked it back in the day.
Also game ran in fullscreen but it was the original low-res, so gameplay area was tiny, with black bars. Gotta check the dosbox settings, because the gog version runs using dosbox and you can tweak the output somewhat. Although I think it allows only normal x3 scaler as the largest one out of the box (or you can play in window I imagine).
I imagine you have gog.com account already and either downloaded tyrian installer or used gog galaxy client for downloads/installs (it's client similar to simplified steam). After you install Tyrian 2000, head to its folder (e.g. c:/GOG/Tyrian 2000), locate "DOSBox configuration" shortcut and launch it. Alternatively you can find it in Start menu under gog.com/tyrian 2000 I reckon.
My personal settings would be as follows:
Basic settings
Graphic mode: surface / fullscreen on
Advanced settings
Keep aspect ratio off / double buffering off / scaling engine: normal3x / mouse sensitivity 100 / window resolution: original
Save settings and then launch the game.
This way you get fullscreen with nice square pixels. Although if you wish to run it in windowed mode instead, go with fullscreen off etc - pretty simple to check what's what. Just don't forget to save your settings/changes first. Also if you want different scaling look, try other scaling filters (I don't like them much as they blur out those pixels, but some people like those effects).
Then you have some ingame options, but they are simple too (like visual quality settings: pentium is the best/highest one) and you can change the speed of the game and some other interesting things there too.
It's oldschool but a nice freebie, well worth a try. Besides, your ship can be upgraded into a giant flying carrot shooting hot-dogs! And I don't see that everyday

I have to agree that there is some lag and floaty feel present when you use mouse for controls in Tyrian (or it's the ship's inertia effect modelled in on top of it) and I don't think there is much we can do here with actual lag, except to play it in fullscreen mode (which you are already doing I believe). Input lag in general is worse in windowed modes.
Mouse settings in Windows has this feature called "enhance pointer precision" that can have negative effect on mouse control in games (it's pretty much built-in acceleration that can throw you off if you are not used to it). I have it always off since ever, but haven't tried how much it affect certain games or whether it even has that great of an effect in dosbox games. Better safe than sorry though...
Mouse sensitivity can be changed however in the dosbox config utility. I've tried to lower it to 50 from 100 and it seemed considerably less wild to control. But it all depends on your mouse, dpi and its settings in windows. But on the other hand, I haven't played many shmups with mouse nor touch controls, so I'm not an expert in this regard. Still, for 1995 game re-released in 99-2000 it's not a bad performer and can get you going in the genre.
Second option is to try the opensource version as Hoover mentioned, which runs natively on your OS without emulation (dosbox) and thus perform better on wider range of contemporary hardware. Probably comes in with some gameplay changes and/or fixes too.
Third option is to get something newer, like those Skyforce games - if you haven't played them on mobile already that is.
Anyway, whether you play vanilla version, sourceport or some other shump, enjoy and have fun!
