With that "loophole", OP would be missing not only the tornado, but also the puzzles... and the game is too expensive not to see everything.
Otherwise, don't get distracted by shinies. Move directly to way points (usually) underground passages. Take a moment to watch tornado pathing before you run for it. Make sure you make your break when it's farthest from your target because, once you run out into the open, it will immediately target you and move towards your location. Don't dodge, roll, or jump. Just run.
If you are at the part where you are inside the upper floors of a high rise and you need to jump down, you need to make it over to the opposite left hand area. You can dash straight over or use the subway path.
