If there are other sets of armour where the breasts are visible however, I would expect them to either appear volumetric if housed in solid armour that "cups" the breasts, or if she is wearing a material top (or leather like in the original concept art) for them to jiggle.
Animations should take into account the physics of the materials that make up armour. I've seen too many games where breasts in T-Shirts are solid, and full plate armour jiggles.

There's Senran Kagura for all of the jiggling.
It's a little jarring when a prominent feature of a woman does not animate realistically.
I agree though if they are time pressed, drop the breast animations. It'd fit into the spit and polish part of the budget I reckon.
We also know she will have multiple alternative forms, I'm guessing the original design and other flashier designs will be there as well. Jiggle physics will be a yes by this logic.
