Faith regeneration doesn't work?

I have a group at 100 morale during spring. That should be more than 2 faith regeneration, because of 1 basic regen, 1 regen from 70+ morale and spring description says it grants extra health/sanity/faith regen.

Instead, my characters all have 1 faith regen, so clearly something's off.
