The moving mountain is basically a character that gives you (fewer) village effects, meaning you are completely nomadic.
The village gains access to a structure and rituals that allow relocation (which can become quite expensive) so you can still move it but you are more restricted.
On the flip side you gain more bonuses and events from it.
Does that gives its bonuses on top of that of the settlement?
What about ships, can a moving mountain use ships?
Effects don't stack, so you can't get the same building bonus twice, you can however stack different bonuses like normal. This means a full village will always be more powerful than a full mountain. You simply trade maneuverability for higher costs and less options.
Ships can be entered normally but the weight might still be an issue.
