Eventually, maybe it'll be different. There's a building in the works that will boost essence yields in crafting. There are tiers of item quality, currently unimplemented, that may help.
Right now, you can't do much better than half-full when making Legendary-tier.

Right now a few bars of legendary weapons and armor have potential uses. The +1 move for legendary shields is quite valuable for Dwarf characters.
Eventhough, legendary bar is still not maxed.
The real issue is that T5 equipments are an overkill right now. The high end content is too shallow. If you can outfit one char with the best of the best T5 equipment, you can faceroll the whole game.
the bar fills up based on the number and essence of the ingredients there are threshold levels marked above the bar these are for big changes in effectiveness like going from a weapon that is STAT x1 to STAT x2
