As for faction quests, there is a limit to how many you get in each village, so it is likely you hit the max quests for that one.

We will also look into the balance on gaining loyalty, so there may be some changes to come as well.
Even in alpha with the display of gain/loss of loyalty there is no display that i gained loyalty when giving stone or metal to the goblin (i don't remember getting it for other factions either).
The code of the event seems right (unless i looked at the wrong town), so it's probably just the display that is wrong?
I never got another town for a faction, and i'm not sure i even got a medium goblin town. Maybe the chances are too low ?
