what is the range from village that combat doesn't include villagers?

quite random. sometimes i have two camps near by they dont help each other but when i have a team 5-6 hex away the entire village comes to help... T.T

Just from experience and observation, I think there's an invisible cooldown. When your group helps another group they can't do it again for x amount of turns or time.
Sometimes I'll get the same events with the same group but the previous option I chose will be missing, then it comes back later. Another thing I noticed was going to town for healing. When it yields one option, I select it then go back and new options appear.
