Why do arrow keys not work or Enter. The Controls menu does not list anything for the menu. I stumbled into it by key mashing and the key bind did not work to start a new game.
... and by the time they saw the problem, it was way too late to fix (cheaply).
There's a pinned topic about it here:

That being said, AFAIK most PC players using keyboard seem to refund it. So they're probably getting a bad reputation hit / lost sales due to doubling down instead of fixing it.
I use Q for inventory.
F for interact.
LShift for switch weapons.
Mouse for attack and block.
Entering the game is annoying, but it is still possible to play with keyboard.
Of course, it is very unintuitive these days with control schemes evolving so their biggest fault is not communicating it better. As a result, by the time you find out how it works, you probably are frustrated already instead of figuring out that it does indeed work great! The game should launch with a big pop-up illustrating the controls when no controller detected, like it does later in the game with game mechanics.
I haven't played like that for some time cause I always use controllers nowadays when supported and it's so much better, but I will double down that this is indeed the best possible control scheme for this game if playing on keyboard.
