It adds tension in order to prevent you from farming the best loot and easily winning.
The boss timer is only per floor, which meants it resets if you go down.
But to be clear one you get good enough in the game you can easily kill all the monsters and explore all of the rooms and not even have the monster spawn.
In short, I never worry about it, play normally, and almost never see him. I certainly don't make any effort to 'rush' to avoid him. I just deal with him in the off-chance he shows up, which is very rare.
Even if you do spawn him, he's pretty easy to run from; just know it's your sign to jet out of the floor come hell or high water. Whatever you do, DON'T get super-butthurt because you have to leave a room or a chest behind untampered with. You shouldn't feel like you have to do this to avoid spawning the monster -- ONLY do it if you can already see the icon on the lower left indicating he's on his way.
Dungeon runs go way too quickly, and everything is way too replaceable, for you to be worrying about it. Your stress is entirely self-generated. Usually, you can just head on to the next floor ... but worst case scenario, you have to leave the dungeon.
Even if you have to bail completely and head back to town ... within a few minutes, you'll be back where you were. I've only had to do this one time.
Yes, I got surprised by that recently too and checked the web to see. Some loot in the secret areas do indeed spawn the creature.
If I remember right you are suppose to replace the object with a counter-weight
