Increasing unit count starts at "The SetupTeams sections will determine a few things." so just ctrl+f that.

He's just referring to using the find text function.
But regardless, overriding the unit count is done on a per-map basis by editing the maps configuration, and to do that you need to use the SDK to open the files.
