Low FPS Problems
I know the problem occurs when I turn shadows on High, but my computer should be able to run circles around this game. I will make deal with the Shadows on Low Quality, just wandering if there is a way to fix this. Again, something tells me this isn't my PC's problem:

AMD FX-8350
EVGA GTX770 Classied
Corsair 16GB Ram

If this has problems running this game, I should just quit life now. Can anyone help me?

I assume you did the normal stuff like turning off AA and Vsync? You could try locking it to one core via Task Manager and set affinity, though you have to keep doing that every time to start a game.

For a more permenant solution, or hopefully permenant:

Step Four was downloading a program from Microsoft that allowed me to force the game to only use a single cpu Core on my multicore processor. Apparantly a lot of older games have trouble play on PC's with processors numbering more than one.

One way to fix it is to use the task manager under the processes tab and right clicking on the program and choosing Set Affinity, then desleceting all but one core (however you'd have to do this everytime).

So after dubious searching I stumbled onto the Microsoft Application Compatibility Toolkit, and a post on another forum that set down the steps to get it all working (http://mypkb.wordpress.com/2008/01/08/how-to-programmatically-set-the-processor-affinity-of-an-application-updated/). I'm happy to say that everything is all ok now, though it took the better part of a day to get it all down. Thank you internets.

This is more for fixing the crash, but I have heard of locking a game to one core does seem to fix the framerate for certain old games.
