Not through the Steam servers if that's what you're asking. If both of are on GameRanger and get on the same server as an example though, then yes. You can play online.

So what youre gasicly saying is that if I use the games built in search it wont show anyone. But if i use game ranger it will find a ton more matches?
i'd recommend you try out gameranger; which is easily accesible through a google search
Gameranger can indeed run the Steam version of SWBF 2, it is compatible. Sometimes you'll get an error that says "wating for steam to launch", but restaring steam, gameranger and/or your computer will fix that.
