Anyways, to the topic - I'm not sure. I personally hate how he walks, like he only floats around and flies around. That's kinda annoying and the gameplay with him doesn't feel smooth.
When I was actually active at this game and played the hero wars, no one really used him.
He's just.... ummm..... bad.

example: one thing Mace can also do; hit the floor which will kill anyone nearby. if anything Emperor is better than Mace in that way. plus,force choking and lightning. i'm not a force user myself but to avoid being force choked requires skill.
if you play a couple of duels with people who know how to use Emperor how he really should be used then you will see he can be very powerful. also blocking is good too against heros and also normal units. as is flying. example; an enemy places a mine nearby,you fly and don't get killed.
it takes practice to know how to use a hero to its' fullest. how they are meant to be used.
and some are harder than others.
